PUBLIC FINANCING AUTHORITY (PFA) OF THE COUNTY OF SACRAMENTO METRO AIRPARK ENHANCED INFRASTRUCTURE FINANCING DISTRICT (EIFD)
The Public Financing Authority (PFA) of the County of Sacramento Metro Airpark Enhanced Infrastructure Financing District (EIFD) is the governing board of the EIFD. The PFA is responsible for consideration and the possible adoption of the Infrastructure Finance Plan, and if adopted, implementing the infrastructure financing plan for the EIFD. The PFA membership is subject to compliance with the EIFD Law and Government Code section 54974, and consists of three members of the Board of Supervisors and two members of the public. The three Board of Supervisors will be appointed by “own ranks” and will be appointed annually by the Board of Supervisors. The public members of the PFA will be appointed by the Chairperson of the Board of Supervisors and confirmed by the Board for a two year term.
The activities and affairs of the EIFD are conducted under the direction of the PFA board members. Initial tasks will be to review the Infrastructure Finance Plan and, if the district is formed, direct resources allocated to the PFA for use along with the Infrastructure Finance Plan and in accordance with EIFD law. While there are no specified qualifications for the position, applicants should include, with their application, information on any expertise they have in public finance, public policy, and/or economic development activities, specifically around light industrial or retail development, should include that information in their application for consideration. Applicants should also describe any financial interest they may have in the Metro Air Park Enhanced Infrastructure Financing District. The conflict of interests provisions found in the Political Reform Act (Govt. Code §§ 87100 – 87450), Government Code section 1090 et. seq. and common law conflict of interest doctrines apply to members of the PFA, which could disqualify a board member with a financial interest in the EIFD from participating in the decisions of the PFA. There are TWO general public seats to be filled due to the expired terms of M. Whipple and M. Keasling; both of whom are eligible for reappointment upon the receipt of a new application. The application filing period will be on from 4/14/25 to 4/25/25 and will be considered by the Board of Supervisors on 5/13/2025.
